Today, on the 13 of March, the European Parliament Plenary ratified the agreement on the Cross-Border Parcel Delivery directive, reached in trilogue by the European Institutions in December 2017. ESBA welcomes any initiative that has the intends to strengthen the Digital Single Market and the Cross-border Parcel Delivery Directive is a step in the right direction toward completing the Digital Single Market.
ESBA is pleased that at least one of the DSM Strategy proposals is strengthening the Single Market without adding undue burdens on SMEs. Efficient delivery solutions are key to those smaller enterprises and most importantly for the ones that operate from or send to peripheral areas. A legal framework that creates a more transparent, affordable, and reliable parcel delivery services environment has the potential to boost online purchases of goods.
Our members are unhappy with the developments in other DSM files, most notably Geo-blocking and VAT for cross-border e-commerce, as these are flawed and potentially harmful for small companies. The parcel delivery directive is an example of how to set the right framework conditions for SME trade to flourish.
