ESBA Launches Written Declaration on Reducing Administrative Burdens

In January 2007, the European Commission presented a far-reaching Action Programme for the reduction of administrative burden in the European Union, in which it committed itself to reducing red tape on European businesses by 25 per cent by 2012.

Member States, Institutions and the private sector have widely applauded the Action Programme. However, when push comes to shove, only a small percentage of the plans to reduce administrative burdens is realised and actually reaches its intended beneficiaries. The overall cost of administrative burden on businesses in the EU is estimated at 123.8 billion Euros or 3.5 per cent of EU GDP. We need action, not words from politicians.

EU economies cannot afford additional layers of regulation during this time of economic crisis. If we are to move our economies forward then we need to make it easier for people to start or grow a business, not placing obstacles in their way.

There are some 23 million small and medium sized enterprises (SMEs) in the EU, providing around 75 million jobs and accounting for 99 per cent of all enterprises. It is worth remembering that if only fifty per cent of these businesses employed just one extra person there would be an additional 10 million jobs.

We therefore urge all MEPs to support Written Declaration 2010/88
