On 27th February 2006, the Commission published a proposal for a Regulation on enhancing supply chain security. It seeks to protect freight transport against terrorist attacks, by obliging Member States to offer “Secure Operator” status to road, rail and inland waterways companies, which comply with detailed security requirements. The proposed certification scheme is voluntary initially, but this will be reviewed in 2011 and could become mandatory if the market does not take it up.
The Working Group aimed to gather together organisations, whose members would be affected by the Commission’s proposal. Through their position papers and press releases, sectoral and cross sectoral groups have identified, amongst others, the potential costs of the scheme, the lack of tangible incentives for participating companies, the issue of proportionality, the initiative’s real security dividend, the authenticity of the voluntary approach, the need for mutual recognition with existing security measures and the Commission’s current and future consultation process as common key concerns.
Whilst the Commission’s proposal has been on the agenda in the Council of Ministers, Ms Jeanne Hennis-Plasschaert MEP (The Netherlands, ALDE) has been appointed Rapporteur in the Parliament. A first reading of her report was due in the Committee on Transport and Tourism in January. In this context, the Working Group sought to provide a platform for similarly minded organisations to explore each other’s positions, discuss a potential workable or alternative solution and review next steps.
